Ukrainian integration center "Malva" of the Ukrainian State University in Šiauliai settled at the start of the war in Ukraine. The purpose of the center - to provide multifaceted support to the people of Ukraine who left the war:

  • collect and distribute support;
  • advise newcomers;
  • help find a job;
  • organize educational sessions.
  • organize events;
  • organize trips around Lithuania and other Baltic states;
  • provide support to the population remaining in Ukraine;
  • provide frontline support;
  • cooperate with various NGOs.

Title the meaning

Malva is the name of a flower that grows near homesteads. In Lithuania, we call this flower, which delights with its colorful blossoms, protects homes, and gives them coziness.
"Malva" is an organization whose doors are always open to war refugees. Simple and complex questions are answered here, problems are solved quickly.

"Malva" aims to unite the Ukrainian community so that it feels safe in Šiauliai, successfully engages in social and cultural life, integrates into the labor market, has social guarantees, can study, and preserves traditions.

"Malva" is an independent organization that cooperates with individual people, institutions and organizations that meet the goals of "Malva". Its members work responsibly and transparently.

The organization is happy with a large, active, time-tested and event-tested group of volunteers from Ukraine and Lithuania. Thanks to them, war refugees are provided not only with the necessary assistance, but also pleasant surprises: the little Ukrainians are congratulated on their birthdays, the community is included in various celebrations, etc. "Malva" is proud to be the first in Lithuania to organize the Commonwealth of Nations picnic, which was held in Ch. Frenkel's villas in the park. It is hoped that this event will become a tradition.

"MALVA" CENTER FOR UKRAINIAN INTEGRATION
CODE OF ETHICS

I. INTRODUCTION

1. The Ukrainian Integration Center "MALVA" (hereinafter - the Center) is a non-profit public legal entity with limited civil liability. The aim of the center is to help Ukrainian war refugees to integrate in Lithuania by providing them with social, material, psychological, non-formal education and legal assistance, and to provide support to people living in Ukraine and experiencing poverty.
2. The UIC "Malva" code of ethics establishes the basic principles of moral and legal behavior of the center's members, which are not directly determined by the legal acts of the Republic of Lithuania, the center's statutes and other internal administrative documents. The moral and legal requirements of the code of ethics are mandatory for all members of the center.
3. All members of the Center must familiarize themselves with the Code of Ethics of the Network and follow it.

II. CORE VALUES

4. The members of UIC "Malva" are guided by the following basic principles of behavior and activity in their activities:
4.1. Respect for the natural rights of each individual and selfless service to others.
4.1.1. To respect the natural rights of every person: dignity, equality, freedom of religion, customs, traditions, recognizing that all people are born free and dignified.
4.1.2. To respond professionally to the needs of the recipients of services and support, to provide them with comprehensive information about the services provided by UIC "Malva", without seeking remuneration or other personal benefits.
4.1.3. Aim for the quality and social impact of the services provided.
4.1.4. Not to use the Center's name and achievements to achieve personal goals.
4.2. The pursuit of truth and justice.
4.2.1. To use material resources honestly and to save the tools used in the Center's activities.
4.2.2. To share knowledge and experience with colleagues in order to achieve mutual improvement and social welfare for service recipients.
4.2.3. Immediately inform the Center's management about any unforeseen events, malfunctions or accidents during the performance of activities, about the termination of relations with the recipient of services (on his initiative or due to unexpected changes in circumstances).
4.3. Openness, responsibility in relations with recipients of support and services, collaborators and volunteers, sponsors.
4.3.1. In mutual relations, everyone must be guided by the principles of trust, friendliness, tact, politeness, and honesty.
4.3.2. Not to hide observed facts of negligence, dishonesty or abuse, violations of legal acts, moral norms or internal order in the activities of the Center.
4.3.3. Do not shy away from expressing constructive criticism.
4.3.4. Acknowledge differences of opinion among colleagues and accept reasonable criticism of oneself.
4.3.5. Correctly explain mutual misunderstandings.
4.3.6. Counter unfair criticism of the Center in private or public conversations.
4.3.7. Do not escalate internal disagreements in public.
4.4. Transparency and accountability.
4.4.1. Network members must be open, honest and transparent in all relations with state institutions, sponsors, partners, service recipients and other interested parties.
4.4.2. Information about the Center's financial and operational reports, management and partnerships must be publicly available.
4.4.3. The center must be accountable for its actions and decisions to state institutions, employees, service recipients, sponsors, and partners.
4.4.4. Donors' and sponsors' funds must be used by the Center for the activities provided for in the organization's statutes. When a sponsor, partner or donor allocates funds for a specific purpose, agree to the donor's request.
4.5. Legal compliance.
4.5.1. The members of the Center must comply with all the obligations stipulated in the legal acts of the Republic of Lithuania.
4.5.2. Center members must follow all legal acts governing their activities.
4.5.3. The members of the Center must provide information related to the ongoing activities within the deadline set by the Center's management (5 days), if there were doubts in the public space about the transparency of the organization's activities.
4.5.4. Members of the Center must fulfill their obligations under the law and strictly oppose corruption, bribery or violations of the law.

III. INTOLERABLE THINGS ABOUT WHICH
MANAGEMENT MUST BE INFORMED

5. Negligence, dishonesty or facts of abuse, violations of legal acts, moral norms or internal order in the activities of the Center are intolerable.
6. Humiliating a beneficiary or a colleague because of age, gender, sexual orientation, appearance, disability, race, ethnicity, beliefs, marital status, etc.
7. A tactless verbal attack or physical violence against a colleague, service recipient due to activity or personal characteristics.
8. Appearance of a member of the center in a public place under the influence of alcohol, drugs, psychotropic or toxic substances.
9. Unfounded gossip, intrigue or slander against the Center or a person.
10. Disclosure of confidential information about a colleague, service recipient or organization without the consent of the person or the Center's management.

IV. REQUIREMENTS FOR AVOIDANCE
SEXUAL HARASSMENT AND VIOLENCE

11. Women, men, young people, girls, boys participate in the activities of the center. Some participate as volunteers, hired workers or specialists carrying out activities, others as recipients of support or services. It is important for everyone to have physical and spiritual integrity, to be protected from sexual or other harassment and violence.
12. Everyone whose activity in the Center is directly related to children, young people, who is already participating in the activity or who is just starting it, must fill out a commitment form approved by the Center's management to protect the persons entrusted to him or her in the activity from sexual harassment and violence.
13. Persons punished or accused of sexual harassment, violence or addicted (alcohol, drugs, psychotropic or toxic substances) cannot participate in the activities of the Center and provide services.

V. OBLIGATIONS OF MANAGEMENT

14. The management of the center establishes:
14.1. An atmosphere within the organization that promotes democratic principles of management, trust, creativity and initiative.
14.2. Publicity, dissemination of timely and accurate internal and external information.
14.3. Impatience and timely response to information about violations of ethical, moral requirements, legal acts or internal order; even the smallest manifestations of sexual harassment and any addictions (to alcohol, drugs, psychotropic or toxic substances).
14.4. The policy of human resources as the greatest value and prerequisite for success in the Center's activities.
14.5. Internal control of the funds intended for the Center's activities and non-compliance with the misuse, concealment or legal violations of the use of funds.
15. The management of the center must:
15.1. To treat everyone equally fairly, respecting and protecting the rights of conscience, expression and communication and privacy of all employees, volunteers, support and service recipients
15.2. Encourage everyone involved in the Center's activities to take personal and professional responsibility for their actions and decisions.
15.3. Collect and analyze feedback in the public space about the organization's activities.
15.4. Constantly publicize the positive experience of the organization in order to achieve its prestige and fame.
15.5. To respect the privacy of the donor, sponsor, partner if he wishes.
15.6. To ensure transparent, honest, trust-based relations with sponsors and partners. To regularly provide them and the public with information about the use of the received funds and performance results.
15.7. Funds from donors and supporters are to be used only for the activities of the Center. When a sponsor, partner or donor allocates funds for a specific purpose, they should be used only for that purpose and inform the donor about the use of the funds and the result.

VI. LIABILITY AND TREATMENT PROCEDURE

16. All members of the Center must comply with the provisions of this Code of Ethics.
17. The Ethics Commission (3-5 members, elected by majority vote for 1-2 years at the Center's general meeting) supervises compliance with this code.
18. Meetings of the Ethics Commission are convened upon receipt of a request or in order to initiate additions or changes to the Code of Ethics.
19. The meetings of the Ethics Commission are convened and chaired by the Chairman of the Ethics Commission, who is elected by open vote of the commission members. If the received request concerns the chairman of the Ethics Commission, the meeting is convened and chaired by the deputy chairman of the Ethics Commission.
20. Any member of the community can apply to the Ethics Commission.
21. Violations for which the Commission is referred must have occurred no earlier than 14 calendar days ago.
22. Requests for ethical violations are submitted to the Chairman of the Ethics Commission in writing. Only clearly motivated requests are accepted for consideration. Anonymous requests are not considered.
23. The Ethics Commission must examine the received application, make a decision and respond in writing (signed by the Chairman of the Commission) to the applicant or interested person no later than within 20 working days from the date of receipt of the application. The Commission may extend the deadline for examination of the application with a reasoned decision.
24. The community member who received the request is informed in writing about its content and provides an explanation within 5 working days from the day of notification.
25. A member of the community has the right to participate in the meeting of the Ethics Commission, where the request related to him is considered.
26. Decisions of the Ethics Commission are made by majority vote.
27. Violations of this code may be subject to the following sanctions:
27.1. measures of moral influence (conversation, verbal remark, warning);
27.2. notice with announcement to Center members;
27.3. written explanation;
27.4. short-term suspension of membership, with a written warning about the violation of work duties, indicating the consequences of a repeated violation (in accordance with the Labor Code);
27.5. removal from the Center (joint decision of the Center's management and the Ethics Commission).

CODE OF CONDUCT

I. INTRODUCTION

1. Public institution Ukrainian Integration Center „MALVA” (hereinafter – the Centre) is a non-profit-making public legal entity with limited civil liability. The aim of the center is to help Ukrainian war refugees integrate in Lithuania by providing them with social, material, psychological, non-formal education and legal assistance, to provide support to people living in Ukraine and experiencing deprivation.
2. The Code of Conducts of UIC „Malva” enshrines the basic principles of moral and legal behavior of the members of the Center, which are not directly established by the legal acts of the Republic of Lithuania, the Articles of Association of the Center and other internal management documents. The moral and legal requirements of the Code of Conducts are mandatory for all members of the center.
3. The Network Code of Conducts must be introduced and followed by all members of the Centre.

II. CORE VALUES

4. Members of UIC „Malva” in their activities are guided by the following basic principles of behavior and activity:
4.1. Respect for the natural rights of each person and selfless service to others.
4.1.1. To respect the natural rights of each person: dignity, equality, freedom of religion, customs, traditions, recognizing that all people are born free and dignified.
4.1.2. To professionally respond to the needs of services and beneficiaries, to provide them with comprehensive information about the services provided by UIC „Malva”, without seeking remuneration or other personal gain.
4.1.3. To strive for the quality and social impact of the services provided.
4.1.4. Not to use the centre’s name and achievements to achieve personal goals.
4.2. Striving for truth and justice.
4.2.1. To make fair use of material resources and to conserve the funds used in the activities of the Centre.
4.2.2. To share knowledge and experience with colleagues for mutual development and social welfare of service recipients.
4.2.3. To immediately inform the management of the Centre about any unforeseen events, malfunctions or accidents in the course of carrying out the activities, about the termination of relations with the service user (on his initiative or due to unexpected changes in circumstances).
4.3. Openness, responsibility in relations with beneficiaries of support and services, co-workers, volunteers and sponsors.
4.3.1. In mutual relations, everyone is obliged to be guided by the principles of trust, friendliness, tact, politeness, honesty.
4.3.2. Not to hide the observed facts of negligence, dishonesty or abuse, legal acts, moral norms or violations of internal regulations in the activities of the Center.
4.3.3. Not to avoid constructive criticism.
4.3.4. To acknowledge the differences in the opinions of colleagues and accept reasonable criticism of your own ones.
4.3.5. To solve misunderstandings between each other.
4.3.6. To counter the centre’s unfair criticism in private or public conversations.
4.3.7. Not to escalate internal disagreements in public.
4.4. Transparency and accountability.
The members of the community must be open, honest and transparent in all relations with public bodies, sponsors, partners, service recipients and other interested parties.
4.4.1. Information on the Centre’s financial and operational reports, management and partnerships must be publicly available.
4.4.2. The Center must be accountable for its actions and decisions in state bodies, employees, recipients of services, sponsors, partners.
4.4.3. The funds of patrons and partners must be used by the Centre for the activities provided for in the regulations of the organization. When a sponsor, partner or donor allocates funds for a specific purpose, agree to the request of the donor.
4.5. Compliance with the legislation.
4.5.1. The members of the Centre must comply with all obligations provided for in the legal acts of the Republic of Lithuania.
4.5.2. The members of the Centre must be guided by all the legislation governing their activities.
4.5.3. The members of the Centre must provide information relating to the activities carried out within a time limit set by the Centre’s management (5 days) if there are doubts in the public domain about the transparency of the organisation’s activities.
4.5.4. Members of the Center must fulfill their obligations, which are provided by law , and strongly oppose corruption, bribery or violations of the law.

III. INTOLERABLE THINGS ABOUT WHICH
IT IS NECESSARY TO INFORM THE MANAGEMENT

5. Intolerable are negligence, dishonesty or facts of abuse, violations of legal acts, moral norms or internal regulations in the activities of the Centre.
6. Humiliation of a beneficiary or colleague on the basis of age, gender, sexual orientation, appearance, disability, race, ethnicity, beliefs, marital status, etc.
7. Oral tactless attack or physical violence against a colleague, recipient of services for the sake of activity or personal qualities.
8. Appearance of a member of the center in a public place under the influence of alcohol, drugs, psychotropic or toxic substances.
9. Unreasonable gossip, intrigue or slander at the address of the Center or a person.
10. Publicity of confidential information about a colleague, recipient of services or organization without the consent of the person or the management of the Center.

IV. REQUIREMENTS TO AVOID

Anyone whose activities at the Centre are directly related to children, young people, who are already involved in or are just starting out in the activities, must complete the obligation, in a form approved by the management of the Centre, to protect persons entrusted to him or her from sexual harassment and violence in the activities.
13. Persons punished or accused of sexual harassment, violence or addiction (alcohol, drugs, psychotropic or toxic substances) may not participate in the activities of the Centre and provide services.

V. MANAGEMENT OBLIGATIONS

14. The centre’s management consolidates:
14.1. The atmosphere that promotes democratic principles of governance, trust, creativity and initiative within the organization.
14.2. Publicity, timely and accurate distribution of internal and external information.
14.3. Intolerance and timely response to information about violations of behavioral, moral requirements, legal acts or internal regulations; even for the slightest manifestations of sexual harassment and any addictions (alcohol, drugs, psychotropic or toxic substances).
14.4. The policy of human resources as the highest values and prerequisites for success in the activities of the Center.
14.5. Internal control of funds allocated to the activities of the Centre and non-acceptance of abuses, concealment or legal violations of the use of funds.
15. The management of the Centre must:
15.1. Treat everyone equally fairly, respecting and protecting the rights of conscience, self-expression and communication and privacy of all employees, volunteers, beneficiaries and service recipients
15.2. To encourage all those involved in the centre’s activities to take personal and professional responsibility for their actions and decisions.
15.3. Collect and analyze feedback in the public sphere about the activities of the organization.
15.4. Constantly publicize the positive experience of the organization in order to achieve its prestige and recognition.
15.5. Respect the privacy of the donor, sponsor, partner at his request.
15.6. To ensure transparent, honest, mutual trust-based relationships with sponsors and partners. To provide them and the public with regular information on the use and performance of the funds received.
15.7. The funds of patrons and partners are used only for the purpose of the Centre activities implementation. When a sponsor, partner or donor allocates funds for a specific purpose, use them only for that purpose and inform the donor about the use of the funds and the result.

VI. LIABILITY AND INFRINGEMENT PROCEDURE

16. All members of the Centre must comply with the principles of this Code of Conducts.
17. The Conducts Commission (3-5 members, elected by a majority of votes for 1-2 years at the general meeting of the Center) oversees compliance with this Code.
18. Meetings of the Conducts Commission are convened upon request or in order to initiate additions or amendments to the Code of Conducts.
19. Meetings of the Conducts Commission must be convened and chaired by the Chairman of the Conducts Commission, elected by open vote of the members of the commission. If the request received concerns the chairman of the Conducts Commission, the meeting must be convened and headed by the Vice-Chair of the Conducts Commission.
20. Any member of the community can apply to the Conducts Commission.
21. The infringements referred to the Commission must have taken place not more than 14 calendar days in advance.
22. Requests for conductal violations must be submitted in writing to the Chairman of the Conducts Commission. Only clearly motivated requests must be accepted for consideration. Anonymous requests are not considered.
23. 28. The Conducts Commission must examine the received application, make a decision and respond in writing (signed by the President of the Commission) to the person who submitted the request or the person concerned in writing (signed by the President of the Commission) no later than within 10/20 working days from the date of receiving the request. The Commission may extend the time limit for examining the request by reasoned decision.
24. A member of the community for whom the request has been received must be informed in writing of its content and must provide an explanation within 5 working days from the date of receiving the request.
25. A member of the community has the right to attend a meeting of the Conducts Commission at which the request related to him is considered.
26. Decisions of the Conducts Commission must be taken by majority vote.
27. For violations of this Code, the following sanctions may be applied:
27.1. means of moral impact (conversation, verbal note, warning);
27.2. a warning with publication to the members of the Centre;
27.3. written explanation;
27.4. short-term suspension of membership, warning in writing about the violation of labor duties, indicating the consequences of repeated violation (guided by the Labor Code);
27.5. removal from the Centre (by mutual decision of the Centre’s management and the Conducts Commission).
